Licensed Plumber (LP) Scheme (2018)

From 1 April 2018, only PUB Licensed Plumbers (LPs) licensed under this revised scheme are allowed to carry out water service and sanitary works.

Why do we have the revision?

The LP scheme aims to upgrade the industry’s standards by streamlining the operations of water service and sanitary plumbing - through training, licensing of qualified plumbers and enforcement against non-compliance with PUB's rules and regulations.

Licensed Plumber

This serves as a​ one-stop to learn more about the types of plumbing works that shall be carried out by Licensed Plumbers (LPs), and the requirements to apply for a plumber license.

LPs can make use of the PUB Business & Professional (B&P) Portal to update their contact details, view their demerit points and announcements, and manage their transactions with PUB.

The interim period refers to the duration from 1 April 2018 till 30 September 2018.

Existing LWSPs and SPS-registered plumbers can continue to offer water service or sanitary plumbing services up to 30 Sep 2018 while they undergo training for the new LP licence. For enquiries, do e-mail: pub_waterfittings@pub.gov.sg.

Simple Plumbing Works

Handymen without a licence can do the following simple plumbing works:

Water Service Works (Potable Water)

1.  Replacing or removing any tap or mixer.

2.  Replacing or removing any of the following accessories connected to a tap: 
(a)   a shower hose or a showerhead;
(b)   a connecting hose with a spring-loaded self-closing nozzle;
(c)   a connecting hose to a washing machine or a dish washer; or
(d)   a flexible hose. 

3.  Replacing or removing any pipe between a stop valve and an instantaneous water heater.

4.  Replacing or removing any of the following parts of a flushing cistern: 
(a)   any flushing mechanism; 
(b)   any flexible hose after the ball valve. 

      Sanitary Works (Used Water)


1. Installing, replacing or removing:
(a)   any washbasin or sink, including any bottle trap or fitting trap below the washbasin or sink; 
(b)   any bathtub, shower tray, or shower enclosure; 
(c)   any floor waste outlet; or 
(d)   any pipe conveying sullage water into a floor trap. 

2.  Replacing:
(a)   any floor trap grating or cover; or 
(b)   any floor waste grating or cover.

3. Installing, replacing or removing any urinal, including any fitting trap or any pipe connecting the urinal to a urinal trap.

4.  Installing, altering, replacing or removing any pipe for or appurtenance related to the conveyance of industrial effluent within an industrial premises. 

5.  Clearing any blockage in any floor trap, water closet or sanitary appliance.

6. Clearing and flushing any discharge pipe, ventilating pipe, drain-line, fitting, floor trap, inspection chamber, grease trap, pump or any other appurtenance related to the conveyance of sewage or sullage water from any sanitary appliance or sanitary facility to a sewerage system. 


Enforcement (2018)

It is an offence for an individual who carry out or offer or undertake any regulated works unless the individual is licensed plumber or the individual acts under the direct supervision of a licensed plumber. Public can direct their queries or report practices by unlicensed plumber to the building management or PUB’s 24-hour call centre at 1800-CALL-PUB (1800-2255-782)


Application for Plumber Licence

Please note that the pre-requisite to be registered as a License Plumber are:

Possess a Builder Certificate/Advanced Builder Certificate in Plumbing & Pipefitting or Trade Diploma in Plumbing Technology issued by the BCA Academy; or Nitec in Facility Technology/Nitec in Built Environment/Higher Nitec in Facility Management issued by ITE; OR

Diploma or Degree in Civil, Building, Environmental or Mechanical Engineering disciplines with at least a Builder Certificate in Plumbing & Pipefitting (Practical) AND

At least 2 years of relevant post-qualification experience. You must show proof that you were working under a licensed plumber’s supervision during that period.

We will inform you the outcome of your application 4 weeks after the closing date of the application.

Selected applicants will be required to attend a Mentorship Programme with Singapore Plumbing Society (SPS). Upon passing the oral and written assessments, PUB will issue you the plumber licence.

Refresher Course

Please note that you are due to attend the LP refresher course (if the expiry date on your PUB Licensed card shows 31 Dec 2023).

We have appointed our industry partners, Building Construction Authority Academy (BCAA) and Singapore Plumbing Society (SPS) to conduct the LP Refresher course. You may register with either one of them.

You are reminded to apply and register with BCA Academy (Refresher Course for Licensed Plumber – Updates on Regulations and Air Test in Plumbing System) under course code 45033. Please note that the course date allocation will be on a first-come-first served basis.

We wish to re-iterate that it is the responsibility of the Licensed Plumber to ensure that he attends the refresher course timely at least once every 3 years or it may lead to cancellation of the LP’s license.

Medisave Contributions

Under the CPF Act, the CPF Board requires all self-employed persons to pay Medisave contributions if they earn an annual  net trade income of more than S$6,000.

For application of new licences, applicants should ensure that they have paid up their Medisave liabilities or have arranged for payment by instalment.

Plumber Categories and Course Registration for Conversion to LP Scheme (2018)

Plumbers can refer to the five categories listed below for course selection.

Group 1

PUB Licensed Water Service Plumbers who are also registered with SPS as Sanitary Plumbers.

Plumbers in Group 1 will automatically qualify for the new licence under the revised scheme.

Nil. 

2A

Group 2

Plumbers who are PUB Licensed Water Service Plumbers (LWSPs) and are either former ENV Registered (ENV-RPs) or former SPS-RPs Plumbers (with BC certification or equivalent). 

Plumbers in Group 2A are required to go through:

(i) A 2-day sanitary course.

Plumbers who are PUB Licensed Water Service Plumbers (LWSPs) and are not former Registered Plumber (ENV-RPs) or former SPS RPs.  

Plumbers in Group 2B are required to go through:

(i) A 2-day sanitary course, and pass a written examination conducted by PUB.

Group 3

Sanitary Plumbers who are registered with SPS, and hold, minimally, a Builder Certificate or other relevant qualifications acceptable to PUB.

Plumbers in Group 3 are required to go through:

(i) A 2-day course in water service works, and pass a writtten examination conducted by PUB.

Registration for the water service works course will be by e-mail invitation.

Group 4

Sanitary Plumbers who are registered with SPS, without a Builder Certificate or other acceptable plumbing qualifications.

Plumbers in Group 4 are required to go through:

Step 1: A Builder Certificate Course in Plumbing and Pipe Fitting, conducted by BCA Academy, or other relevant plumbing certificate course acceptable to PUB.

Step 2: A 3-day combined course in water service works and sanitary works, and pass a written examination conducted by PUB.

Group 5

(A) Sanitary Plumbers not registered with SPS

(B) New Entrants to the Industry

Plumbers in Group 5 are required to go through:

Step 1: A Builder Certificate Course in Plumbing and Pipe Fitting conducted by BCA Academy. In addition, the plumbers have to have two years of relevant post-qualification plumbing experience including concurrent experience while working under a Licensed Plumber's supervision during that period.

Step 2: A 3-day course in water service works and sanitary works and pass a written and an oral examination conducted by PUB.
