Fittings and Standards

Requirements for Water Fittings

All water fittings such as pipes, pipe fittings, valves, water storage tanks, taps and mixers, dual-flush low capacity flushing cisterns, flush valves, coatings, linings, rubber gaskets, elastomeric seals, etc. for use in potable water service installations in Singapore shall be tested to comply with the standards and requirements stipulated by PUB before they can be offered, displayed or advertised for sale and installation in Singapore. The water fittings shall be supported with valid and complete test reports.

Mandatory Water Efficiency Labelling Scheme (MWELS)

Water fittings such as taps and mixers, dual-flush low capacity flushing cisterns and urinal flush valves/waterless urinals are required to be labelled under the Mandatory Water Efficiency Labelling Scheme (MWELS) before they can be offered, displayed or advertised for sale and installation in Singapore. From 1 Jan 2022, MWELS shall be extended to include WC flush valves with a flush volume of not more than 4.0 litres per flush, and only WC flush valves of 2-ticks ratings or more shall be allowed for supply. From 1 Jan 2023, WC flush valves installed at premises shall be of minimum 2-ticks or more under the MWELS.

From 1 Jan 2022, only commercial washer extractors, commercial dishwashers and high pressure washers which are registered under the Mandatory Water Efficiency Labelling Scheme (MWELS) and fulfil the mandatory water efficiency requirements shall be allowed for supply in Singapore.

Compliance with PUB’s stipulated standards and requirements
   

To safeguard public health, compliance to the stipulated standards and requirements is necessary to ensure that the water fittings do not have any adverse impact on water quality, cause water contamination or lead to water wastage and also to ensure their integrity and reliability

Suppliers, retailers, homeowners, consumers, sellers, importers, parallel importers, sole agents, distributors, wholesalers, manufacturers and installers shall ensure that the water fittings have been tested for compliance in accordance with PUB’s stipulated standards and requirements.

Water Fittings Registration and Information System by the Singapore Sanitary Ware Importers & Exporters Association (SSWIEA)

The Water Fittings Registration and Information System is a newly launched programme by SSWIEA in late 2021. This registration system allows SSWIEA to assist and facilitate in the checking for compliance of water fittings to ensure that these products have been fully tested to PUB’s requirements.

The list of products published in SSWIEA’s website is for industry’s reference, and should not be in any way deemed as products being approved by PUB.

Requirements on advertisements

No person shall advertise a water fitting for supply unless the water fitting has been tested for compliance with the standards and requirements stipulated by PUB.  This applies to all water fittings.

In the case of water fittings and appliances (i.e. clothes washing machines and dishwashers intended for household use) covered under the Mandatory Water Efficiency Labelling Scheme (MWELS), no person shall advertise the water fitting and appliance unless it is registered under the MWELS. 

The requirements for sale and supply of water fittings and appliances apply to physical retail shops / suppliers’ showrooms including online portals or resellers, as long as the fittings are for supply (i.e. display, offer-for-sale, advertise, loan, lease, consignment, hire or hire-purchase) in Singapore.


Surveillance
PUB conducts checks and surveillances on both physical premises supplying water fittings as well as online portals, and will not hesitate to take strict enforcement action against parties who do not comply with PUB’s requirements and regulations.

Consumer Advisory

Consumers should look out for WELS labels when purchasing water fittings and appliances in any local physical shops such as retail shops, suppliers’ showrooms, hardware stores, etc. or from online portals/platforms.

When purchasing water fittings and appliances directly from overseas sellers, importers, distributors, wholesalers, manufacturers, etc. including through online portals/platforms, consumers are strongly advised to check with the local registered supplier if the brand and model is water efficient and fit and safe for use in Singapore. The list of brands and their respective registered suppliers can be found in PUB’s WELS website at https://app.pub.gov.sg/wels/Pages/ListOfProducts.aspx.

Consumers should only purchase compliant water fittings because using non-compliant fittings may pose a risk to the water quality, lead to water wastage and affect the reliability/durability of the water fittings, which in serious cases, may lead to water contamination. There may be serious health impacts from drinking contaminated water.

Plumbing Works

All plumbing works except simple plumbing works shall be carried out by licensed plumbers. Licensed Plumbers are licensed by PUB to ensure they maintain good standards of plumbing work. They have to adhere to technical requirements, safety, water quality and water conservation guidelines set by PUB when carrying out works in any premises. Unlicensed plumbers carrying out poor plumbing practices can cause potable water quality to deteriorate
