All projects which require Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC) need to obtain PUB clearance for various stage of development.

Before Sanitary, Sewerage Works and Drainage works can proceed, planning clearance need to be obtained from PUB for Development Control and Detailed Plan.

Development Control ​submission can be made to PUB with the PUB-DCCLR form. "No Objection” will be issued for Sanitary/Sewerage and Drainage. ​For certain type of projects, a simplified submission can be made. For more information, please click here.

Detailed Plan submission can be made to PUB with the PUB-DPCLR form for relevant scope of work such as:

• Works Affecting Sanitary
• Used Water Pumping System (M&E)
• Works Affecting Sewer
• RC Trench
• Works Affecting ​Drainage

Clearance Certificates will be issued for each scope of work and works may begin on site thereafter.

Upon completion of works affecting Sanitary and Sewerage, the PUB-BPU-COMPOFWORK form can be submitted to request for TOP clearance for Sanitary and Sewerage.

Upon completion of works affecting Drainage required for TOP, the PUB-DRATOP form can be submitted to request for TOP clearance for Drainage.

To apply for PUB TOP, QP shall make an e-Corenet submission using the form PUB-TOP-CLR, with attachments of the clearances and/or compliance certificates where applicable for PUB TOP clearance for Sanitary/Sewerage and/or Drainage. For projects which do not have works involving Sanitary/Sewerage and/or Drainage, QP has to provide an email or Corenet correspondence with PUB’s confirmation.  

Upon completion of all outstanding works affecting Sanitary and Sewerage, the PUB-BPU-COMPOFWORK form can be submitted to request for CSC clearance for Sanitary and Sewerage.

Upon completion of all outstanding works affecting Drainage, the PUB-DD-CSIDRA form can be submitted to request for CSC clearance for Drainage.

To apply for PUB CSC, QP shall make an e-Corenet  submission using the form PUB-CSC-CLR, with attachments of the clearances and/or compliance certificates where applicable for PUB CSC clearance for Sanitary/Sewerage and/or Drainage. For projects which do not have works involving Sanitary/Sewerage and/or Drainage, QP has to provide an email or Corenet correspondence with PUB’s confirmation.
