Previously known as Singapore Utilities International Private Limited, PUB Consultants Private Limited (“PUBC”) is a wholly-owned subsidiary of PUB. The commercial arm of PUB plays a strategic role in nurturing or grooming the water industry in Singapore.

Through PUB's  established international network , PUBC supports Singapore-based water companies in their overseas ventures by opening doors to key markets like the Middle East & North Africa, the Americas, China, India, and Africa. These include infrastructure development, operation and maintenance of municipal systems in water supply, used water treatment and disposal, and water reclamation and recycling.

1. China

Ascendas-Singbridge - Sino-Singapore Guangzhou Knowledge City

The Sino-Singapore Guangzhou Knowledge City (SSGKC) is a 50-50 joint venture between Ascendas- Singbridge and the Guangzhou City Government.  With a development area of 123 sqkm and well served by highways, subway lines and a high speed rail, the vision of SSGKC is to become the vibrant and sustainable city that is highly attractive to talent, skilled manpower and knowledge-based industries. 

As master developer, Ascendas-Singbridge stewards the integration of city planning, real estate development, industry development and strategic collaboration initiatives to develop SSGKC as a living showcase of a knowledge based economy. 

2. India

Singapore Cooperation Enterprise/CH2M Hill – Bangalore

The programme aimed to assist the Bangalore Water Supply and Sewerage Board (BWSSB) in building capabilities of its key government officials to develop and implement alternate sources of water through recycle and reuse methods.

The programme was supported by a grant from Temasek Foundation, and co-funded by the BWSSB. It aimed to  provide:

1) Advisories and building activities to help achieve an in-depth understanding on the benefits and challenges of an integrated wastewater management and water supply.

2) Information on policy required to implement wastewater recycle and reuse strategies.

3) Strategies to raise public awareness and obtain acceptance of recycled and reuse wastewater by sharing Singapore's experience in the launching of NEWater.

4) Knowledge and skills to manage, operate and maintain water recycle and reuse plants.

Singapore Cooperation Enterprise/CH2M Hill –Rajasthan

CH2M, in partnership with PUB and Singapore Cooperation Enterprise (SCE), provided technical and integrated water resource management leadership services to Rajasthan. Singapore's water management technology and project implementation experience was shared with the Rajasthan government and Public Health and Environment Department (PHED) for the city of Jaipur, India. 

3. Southeast Asia

B&V – Maynilad Philippines

Maynilad Water Services Inc. (Maynilad) engaged B&V to deliver development of guidelines standards, and performance specifications for sewage collection network and treatment systems. PUB shared Singapore's experience and provided training services to Maynilad for this project.

4. Middle East

Keppel Seghers - Doha North STW

Public Works Authority of Qatar has awarded the design and build as well as 10-year operation and maintenance services of the Doha North Sewage Treatment Works (Doha North STW) to Keppel Seghers. This landmark project is the largest greenfield wastewater treatment, water reuse and sludge treatment in Qatar and the Middle East.

With a peak design capacity to treat wastewater up to 439,000 m³ per day, Doha North STW can serve a projected population of over 900,000. This modern facility features an advanced biological treatment processes as well as membrane and ultra-violet technologies to produce high quality reclaimed water for reuse.
